Elena has worked in the humanitarian sector for over 20 years, both in the field and at headquarters level. She has managed programmes and coordinated protection teams in conflict and post-conflict settings across several countries in the Balkans (Bosnia and Herzegovina and North Macedonia), the Middle East (Palestine and Lebanon), and West Africa (Sierra Leone and Côte d’Ivoire), as well as in headquarters roles in Europe (Mediterranean migration and detainees of international criminal tribunals).

She has extensive experience in strategic policy advice on cross-cutting issues and in coordinating multilateral negotiations, particularly on humanitarian financing. Before joining IECAH in 2025, she coordinated a process within the Red Cross and Red Crescent Movement on disinformation and its humanitarian consequences.
